This was the answer ot Capt. P. 8t J. Wilson, chief engineer of the Bureau of Public Roads, when quea- j tinned concerning ' the problem which Is vexing most of New York state during the present extensive program ot road construction. Capt. Wilson hastened to add swever. that \It Is entirely a state matter\ as to how the question Is handled. 'The Federal government of course has no authority In regard >e use of county roads for de- ___ j or building of parallel tem ­ porary roads within a county, and In most cases the state Itself does not have such Jurlsdlctlon. \II therefore devolves upon local authorities In most cases to work out the best method, local condi ­ tions being taken Into accounL Federal engineers are usually not even consulted In regard to such j matters. .The only part the Gov- 1 eminent has In such work la the furnishing of part of U>s money. Fsderal-«|d highway funds may bs used both for construction or re ­ pair and for taking car# of traffic while construction work Is on.\ Settlement of this matter there ­ for s seems to devolve upon state or local authorities In New York Stats, and efforts to draw Federal engi ­ neers Into tbs picture are fore ­ doomed\ to failure. Protest# suggestions will thus automatically be transferred to New York author ­ ities, municipal, county or state. The state-wide extent of t road construction now under way 1 * revealed by the latest monthly statement of the Bureau of Public Roads, which shows that <23.460,- 531.43 worth of roads la now under construction In New York State and that *8.582.846.33 worth has been approved for construction. Some of the latter are by this time under construction, it was stated at bureau but no figures as to the exact amount arc yet available. These sums far exceed those be ­ ing expended by any other stele In the Union- More than J 20.000,000 worth of roads are now being built in Illinois, but no other state has nearly that much ,under way, and only ono or two states hove even half os much road construction ap ­ proved at has New York. ' Of the *23,460.531.43 of roads now under construction, the Federal aid rendered thus far totals *5,083,- 030.55. Of. the *8.582.88633 worth approved for early building. (188,- 155 will be contributed by the cen- The total mileage under construc ­ tion In New York Is 339.4. while 126.1 miles have b^en approved for construction.
